Confusion has arisen over the basis for calculating the 10% renewables target for new developments under the London Plan.
At the recent Examination in Public on amendments to the plan, a briefing note was produced which said: 鈥淭he Energy Strategy sets out the following principles: using less energy, supply energy efficiently and using renewable energy. Part L of the 黑洞社区 Regulations (2006) will be used as the minimum benchmark and the starting point for the assessment.鈥
This contradicts the London Plan Toolkit and the Supplementary Planning Guidance, which says the 10% reduction in carbon emissions from on-site generation of renewable energy refers to the total energy needs of the development, not the energy requirements for Part L calculations.
A mayoral spokesperson said: 鈥淏N10 [the briefing note] states 黑洞社区 Regulations are the starting point for assessment and the minimum requirement, and this does not exclude the additional energy loads outside 黑洞社区 Regulations.鈥
