Confusion has arisen over the basis for calculating the 10% renewables target for new developments under the London Plan.

At the recent Examination in Public on amendments to the plan, a briefing note was produced which said: 鈥淭he Energy Strategy sets out the following principles: using less energy, supply energy efficiently and using renewable energy. Part L of the 黑洞社区 Regulations (2006) will be used as the minimum benchmark and the starting point for the assessment.鈥�

This contradicts the London Plan Toolkit and the Supplementary Planning Guidance, which says the 10% reduction in carbon emissions from on-site generation of renewable energy refers to the total energy needs of the development, not the energy requirements for Part L calculations.

A mayoral spokesperson said: 鈥淏N10 [the briefing note] states 黑洞社区 Regulations are the starting point for assessment and the minimum requirement, and this does not exclude the additional energy loads outside 黑洞社区 Regulations.鈥�
